Dongying city is located on the banks of the Yellow River Delta in the Shandong Province of China. The city was established in 1983, with approval from the government, as a base for developing the Yellow River Delta and the country's second largest oilfield - Shengli Oil Field. The oilfield was discovered in 1964 near a small village called Dongying, which gave its name to the city, now covering a total area of 8,053 square km. Under the city's jurisdiction are two districts, Dongying and Hekou, and three counties, Guangrao, Kenli, Lijin, home to 1.79 million people.

Since this discovery of petroleum and gas in the 1960's, production of crude oil has totalled 667 million tons, 38.938 billion Yuan have been turned over, and export value of the crude oil totalled 13 billion U.S. dollars, which made a noticeable contribution to the development of the oil industry in China.

Dongying quickly developed large industrial sectors including petroleum, petrochemistry, saline chemistry, papermaking, machinery, electronics, construction, building materials, foodstuff processing, textile and light industries. This has laid down a solid basis for the region's economic development and social progress. The exploitation of petroleum and natural gas still plays a leading role in Dongying. For instance, in 1999, petroleum and petrochemistry accounted for 88% of the total value of the city's 22.346 billion Yuan industrial sector. In 2000, the city's total industrial value reached 37.84 billion Yuan, up by 10.5 percent over the previous year.

At the Fourth Session of the Ninth National People's Congress, “Developing High-efficiency Eco-economy on the Yellow River Delta”, was listed in the National Five-Year Plan. There is a great demand for the Yellow River Delta to simulate the successful experience of Shenzhen which brought about the development of the Pearl River Delta, and Pudong which drove the development of the Yangtzi River Delta. Accelerating the development of Dongying, will provide abundant land, labour, energy and other necessary economic elements for the industrial restructuring of Peking, Tianjin and those along the Circum-Bohai-Sea Economic Belt, and vigorously stimulate the economic development of Shandong Peninsula and North China.
